Do people delibrately bother you, so they can teach you something?

I was going to be late for an appointment, but really need to draw some cash first. So I drive to an ATM near my house just to realize that there are 2 person infront, so fine, I will wait for my turn. So after this middle age lady infront of me was done, I quckly went to use the ATM, just to realize that she didn't wanted to leave, but was doing something very near to the ATM with her back facing me. I couldn't be bother, because I was going to be late, so inspite of her close proximity, I carry on with my transaction, she left half way.
After I was done, I found that she was waiting for me and approached me. She said, "You shouldn't have use the ATM when I was so close, I could have been a bad person and peek and see your PIN and all those...."

Hmm.... she actually created that situation so she could teach me something? Or she is just so concern about the well being of people around her that when she notice that I shouldn't be doing things like that, that she feel, "I believe I have got the obligation to let him know the move that will protect his life." I wonder....
